Wellington Council Criticized Over Ignored Safety Research Before Drowning

During an inquest into the death of Isaac Levings, a parks manager, Shane Binnie, accused the Wellington council of sidelining him and ignoring his research to improve safety on the waterfront prior to the drowning incident.
