An Uzbek student in his 20s was placed under emergency arrest after allegedly fatally striking a cyclist in his 80s with a car and fleeing the scene, police said Sunday. According to Iksan Police Station, the student struck the victim at around 1:40 a.m. Saturday while driving in Iksan, North Jeolla Province.
