UN: "Murder of civilians should not be normalized"
Kiev was targeted by the "most massive" attack since the start of the Russian invasion, causing 21 deaths and 85 injuries. The UN OCHA agency condemned the "deadly pattern," which has seen civilian deaths rise by 40%.
