Tuesday referendum tests GOP push to restrict citizen-led ballot initiatives

In a referendum Tuesday, voters are being asked to raise the bar for ballot initiatives - a measure backed by Republicans after years of seeing voters allow abortion, expand Medicaid and allow gaming. Voters face similar measures in other states.
