Moldova Has Europe's Youngest Detainees, High Incarceration Rate
According to the Council of Europe's 2025 Annual Penal Statistics (SPACE I), Moldova has one of the highest incarceration rates in Europe, with 245 detainees per 100,000 inhabitants, and also the youngest detainees.
