Minister Hopes Inquiry Uncovers Reasons for Unchecked Abuse by Former Surgeon

An Irish minister expressed hope that an inquiry will reveal why abuse by former surgeon and convicted paedophile Michael Shine, who assaulted nine boys and is accused of abusing hundreds more, went unchecked.
