Japanese study warned Chávez of Caracas earthquake risks

A Japanese study conducted between 2002 and 2005 assessed Caracas's seismic vulnerability, concluding that only buildings constructed after 2001 were resistant to earthquakes, and warned then-President Chávez of the risks.
