Es-Alert Message Changed Due to Legality Concerns in Spain
Spain's Deputy Director of Emergencies confirmed that the text of an Es-Alert message was modified because an official, Pradas, had doubts about the legality of ordering citizens to 'remain in their homes' during the overflow of the Poyo ravine.
