Court Rules City President Cannot Oversee Library in Poland

A Polish court has ruled that while a local government can establish a library and approve its finances, the city president does not have the authority to supervise it.

Samorząd jako organizator może utworzyć bibliotekę, nadać jej statut i zatwierdzić sprawozdanie finansowe. Nie daje to jednak wójtowi, burmistrzowi ani prezydentowi miasta kompetencji do sprawowania nad nią nadzoru.
