Helsinki Regional Transport Authority HSL wants to increase the penalty fare for travelling without a valid ticket from €100 to €130, arguing that the current charge has failed to produce a lasting reduction in fare evasion. The proposal appears in HSL’s preliminary operating and financial plan for 2027–2029. Helsingin Sanomat first reported the plan on Tuesday.
